I also have a 13.2hh exmoor pony called toffie how tall is too tall to ride her??

i say it has more to do with weight. if she seems like shes carrying you fine, then you should be fine. but if she seems like shes struggling, then i would look into it farther.
usually the height of horse for the ridder would be humans shoulder to horse/ponys shoulder but i go more on weight!!
I would say it's more a concern of weight than height. I know a girl about my height, 5'5, who rides a two tiny ponies all the time because even though you would think she's too tall for them she weighs next to nothing
If you want to show your pony it will go on age, i think that if you are 16 or over you have to ride a horse (14h2")Please don't quote me on that!!
exmoor ponies are well known for being hardy weight bearers so i think you just need to listen to your horse, if he starts acting as though he is uncomfortable or you find it more difficult to ride (because your feet hit the floor!!) its time to not ride him.
height really doesn't matter it is more about your weight but i am sure that if you have a bond with your horse you will figure it out.
usually when your boots are longer than her sides weight is also a factor.
when your feet are not in the stirrups, you are not too big of a size if your feet are above his stomach "line"
it's more weight than height - as long as you don't need rollar skates to keep going. As long as you are not too heavy then there is no reason to stop riding.

A horse can carry 1/3's it's own weight or so I am told by a very good vet friend of mine.
So if a horse weighs (sorry we speak in kilograms here) 300kgs (about 660 pound) then it should be able to carry a person of 100kgs (about 220 pounds).
But personally if my feet are at it's knee height or lower I will not ride it unless it is an emergency.

It has to do with how much you weigh. That pony could carry a good amount of weight.
